Mr. Caldwell has over 35 years
experience in hazardous liquid and natural gas pipeline safety
with over 20 years being in pipeline safety regulations. He
has a Bachelor's Degree in Petroleum Engineering from Texas
Tech University and has specialized training in construction
and operation of oil and gas pipeline facilities, environmental
quality and natural resources, and environmental regulations.
With the establishment of the U.S. Department of Transportation
in 1967, Mr. Caldwell was involved in the drafting of the
Natural Gas Pipeline Safety Act of 1968. After the passage
of this Act he became the Deputy Director of the newly created
Office of Pipeline Safety and later the first Director. This
office was responsible for the development of the federal
pipeline safety regulatory program and the initial pipeline
safety regulations for natural gas and hazardous liquid pipelines.
