This Guidance Manual is written to help the small operator (for example, a master meter system), understand the pipeline safety regulations, and offer guidance in how to comply. Inspection schedules and methods, along with sample forms for record keeping are provided.

The manual also provides insight into how OPS interprets the referenced regulations, and what it considers adequate methods of compliance.

The ViaData edition includes 49 CFR 191 and 192 linked to the text in the manual. Templates are included for all forms, enabling operators to create electronic documentation. The Manual is also included on the WinDOT CD ROM.
